Carlos Carrasco, President of Orlando Health Watson Clinic Lakeland Highlands Hospital and Senior Vice President of Orlando Health Mid-Florida.
Carrasco is responsible for the strategic development and operational performance of the services provided in Polk County, including the hospital and free-standing emergency room in Lakeland.
Carrasco has been with Orlando Health for more than 25 years in progressive leadership positions, including serving as the president of Orlando Health Jewett Orthopedic Institute, which features the first dedicated orthopedic hospital in
Florida, and chief operating officer at Orlando Health Orlando Regional Medical Center. He earned a bachelor’s degree in occupational therapy from the Medical University of South Carolina, and an MBA from Webster University.
Jason Hirbrunner, CEO of Watson Clinic
Jason Hirsbrunner has enjoyed a career in healthcare administration and leadership for more than 25 years.
He received his Bachelor’s degree from Illinois Wesleyan University in Bloomington, IL, and his Master of Business Administration degree from the University of Illinois in Champaign, IL.
Hirsbrunner arrived in Lakeland in 2022 after serving as chief operating officer of Christie Clinic in Champaign, Illinois, a large physician-owned, multi-specialty group medical practice that shares a similar structure to Watson Clinic. This wealth of experience made him the ideal candidate to lead Watson Clinic into the future.
As chief executive officer, Hirsbrunner has worked to inspire financial vitality and improved clinical outcomes, strengthened the clinic’s administrative structure, fostered an emphasis on workplace culture, and guided the organization through some of the most ambitious periods of its storied 84-year history in the community.
Mark Mines, MD, FACC, Chief Medical Officer, Orlando Health Watson Clinic Lakeland Highlands Hospital
Mark Mines, MD, FACC, serves as chief medical officer of Orlando Health Watson Clinic Lakeland Highlands Hospital. In this strategic leadership role, he oversees medical operations and fosters collaboration between Watson Clinic and Orlando Health to advance clinical excellence.
Dr. Mines is a highly respected interventional cardiologist who has dedicated more than two decades to serving the Lakeland community. He has held numerous leadership positions, including chief of staff and chief of cardiology at Watson Clinic and Lakeland Regional Health Medical Center. His contributions to clinical education, research and cardiac care have been recognized through multiple honors, including the American Heart Association Medical Fellowship Award.
Victoria Wagner, Assistant Vice President, Orlando Health, and Chief Operating Officer, Orlando Health Watson Clinic Lakeland Highlands Hospital
As chief operating officer of Orlando Health Watson Clinic Lakeland Highlands Hospital, Wagner leads the development and execution of strategic business initiatives while preparing the hospital for operational launch.
Wagner joined Orlando Health in 2008 as a respiratory therapist, and her dedication, leadership, and deep understanding of clinical operations have guided her through a series of progressive leadership roles, most recently as the administrative director of operations at Orlando Health Jewett Orthopedic Institute.
Jennifer “Jenny” Beakley, Assistant Vice President, Orlando Health, and Chief Nursing Officer, Orlando Health Watson Clinic Lakeland Highlands Hospital
As chief nursing officer of Orlando Health Watson Clinic Lakeland Highlands Hospital, Beakley, leads nursing operations, advances professional practice and champions excellence in patient care.
Beakley joined Orlando Health in 2002 as an ICU and Rapid Response nurse and has since served in progressive leadership roles across the organization. Most recently, she was chief nursing officer at Orlando Health Jewett Orthopedic Institute, where she led top-decile patient experience with a focus on quality patient outcomes.
Matthew Woodrow, Assistant Vice President, Orlando Health, and Chief Administrative Officer, Orlando Health’s Midwest Florida Region
Woodrow is the chief administrative officer of Orlando Health’s Midwest Florida Region, serving as a liaison between Orlando Health and Watson Clinic, helping to strengthen collaboration and operational alignment of Orlando Health Watson Clinic Lakeland Highlands Hospital.
Woodrow was previously a member of Orlando Health’s Strategy team, where he played a pivotal role in developing Orlando Health's new hospital in Lakeland. Prior to joining Orlando Health, Matthew held leadership roles at DaVita Kidney Care and Walmart Health.
Jennifer Grafton, Chief Financial Officer, Orlando Health Watson Clinic Lakeland Highlands Hospital and Orlando Health’s Mid-Florida Region
Jennifer Grafton is the chief financial officer of Orlando Health Watson Clinic Lakeland Highlands Hospital and Orlando Health’s Mid-Florida Region. In this role, she oversees financial operations and planning for the region, helping to ensure fiscal sustainability and support for strategic growth.
Grafton joined Orlando Health in 2020 as chief financial officer of Orlando Health St. Cloud Hospital, and most recently, she served as chief financial officer for both Orlando Health South Lake Hospital and the Orlando Health North Florida Region.
Susan Toadvine, Chief Human Resources Officer, Midwest Region
Toadvine leads human resources strategy and workforce initiatives supporting the organization’s expanding healthcare operations across the Midwest Florida.
Before joining Orlando Health, she served as Vice President, People and Culture at Publix Employees Federal Credit Union. Prior to that, Toadvine spent nearly 15 years as Publix Super Markets director of associate relations and talent acquisition.
Toadvine holds a Bachelor of Arts in Advertising from Florida Southern College and an MBA in Human Resources from Saint Leo University.
